Misamis Occidental — The Asenso Misamis Occidental development framework, anchored on the principle “Misamisnon Magpuyong Malinawon, Malambuon, ug Malipayon,” continues to influence development planning beyond the provincial level, now informing regional and Mindanao-wide priorities.
First introduced by Governor Henry S. Oaminal, the Asenso Misamis Occidental agenda serves as a comprehensive provincial development framework aimed at positioning the province as a hub for tourism, agriculture, and investments, while ensuring inclusive growth through strengthened education, healthcare, and livelihood opportunities.
At the core of the agenda is a people-centered approach to progress, measured through the lived conditions and quality of life of communities. This is guided by the Asenso 5Ms core values: Matinahuron (Respectful), Matinud-anon (Honest), Matinabangon (Helpful), Mahigugmaon (Loving), and Maampuon (Prayerful).
These values have since been adopted at the regional level through the Mas Asenso agenda of the Regional Development Council of Northern Mindanao (RDC-X), currently chaired by Governor Oaminal. Mas Asenso provides a framework for multi-sectoral coordination among government agencies, the private sector, and civil society in advancing regional development priorities.
More recently, Governor Oaminal’s election as Chairperson of the Regional Development Committee–Mindanao Area Committee (RDCOM–MAC) further strengthens Mindanao’s voice at the national level. In this role, the chairperson is tasked with coordinating interregional priorities across the island, building on the development gains of Asenso Misamis Occidental and the Mas Asenso framework of Northern Mindanao.

Officials of the Regional Development Committee–Mindanao Area Committee (RDCOM–MAC) gather in Davao City on January 8 for its 41st conference, reaffirming a unified One Asenso Mindanao vision.
With the RDCOM–MAC setting its direction, these initiatives are now converging toward a unified One Asenso Mindanao vision—aimed at advancing inclusive growth and sustainable development across Mindanao.
Ultimately, the success of these policies will be measured by their impact on the everyday lives of communities, ensuring that development remains people-centered, responsive, and transformative./PGMO
